Construction Administration

Hartwell Wastewater Treatment Plant

Hayes | James was responsible for completing the design for a 1.75 MGD wastewater treatment plant. The project involved converting two trickling filter basins to aeration basins for an activated sludge process. The purpose of the project was to produce a reuse quality effluent in order to eliminate the existing stream discharge.

Hayes | James designed a new headworks, clarifier, and tertiary filters, as well as converted the anaerobic digester to an Ultrair aerobic digester. In addition, Hayes | James was responsible for permitting of the plant, irrigation system, and spray areas on the golf course. Effluent holding ponds, transfer pumps and reject ponds were designed and construction phase services were provided by the firm.

City of Arabi Water System Improvements

Hayes | James performed planning, permitting, surveying, engineering design and construction administration for this 400,000-gallon elevated water storage tank, 10,824 feet of 8-inch water line and 35,376 feet of 16-inch water line. The purpose of this project was to provide drinking water and fire protection for a regional solid waste processing plant being built near Arabi.

Hayes | James also assisted Arabi in upgrading its groundwater wells to meet the needs of the new industrial demand. The major portion of the financing for this project came from EDA (Economic Development Administration) because of the large number of jobs created at the solid waste processing facility. The other portion came from the financing of the solid waste processing facility. GEFA provided construction financing.
